HSE Advisor - Marine & Offshore Construction

NSB Omega is searching for a HSE Advisor - Marine & Offshore Construction for our MAJOR oil & Gas Client in St. John's, NL

Assignment Description

The individual in this position is responsible for providing technical and functional HSE support for the marine and offshore construction scope(s) for a Platform Project. This position is based in St. John’s, Newfoundland. This role may also spend time offshore during platform installation campaign.

This position will conduct verification and assurance activities that will help ensure that the Platform marine and construction contractors are meeting regulatory compliance, operations integrity objectives and health, safety and environmental (HSE) performance goals. These goals and objectives will be aligned with the Client's Operations Integrity Management System (COIMS) and the Project’s Health, Safety, Environment and Security (HSES) Standards.

  • Prepare regulatory application documentation such as C-NLOPB safety plans.
  • Prepare safety management system bridging documentation.
  • Conduct regulatory compliance gap assessments.
  • Conduct audits and inspections of marine vessels using the company-based compliance verification tools.
  • Conduct and/or review quality of incident investigations.
  • Audit performance of contractor’s safety management system.
  • Coach and mentor the Client's and contractor reps in regulatory requirements, safety management and safe work practices.
  • Participate in hazard identification and risk assessment sessions.

Deliverables:

Provide support in the successful delivery of safety plans, regulatory operations/construction authorizations for the Project’s offshore work scopes. This position works with The Client's project management along with Contractor’s representatives to ensure the project meets assigned goals and objectives related to HSE and regulatory performance.

Qualifications:

  • Post-secondary education in the field of Health Safety and Environmental Science and/or Occupational Health and Safety Certificate/Diploma or Degree from a recognized Canadian post-secondary institution.
  • Professional safety designation such as CRSP, CSP, ROH, or ROHT would be considered an asset.    
  • Minimum of 5 years specific experience in a prior HSE role including direct responsibility for the administration of Health, Safety and Environment management programs for the offshore industry.

  • Possess excellent computer skills and proficient with Microsoft Office applications (Word, Excel, and PowerPoint).
  • Excellent communication and presentation skills.
  • Extensive knowledge of local regulatory requirements including C-NLOPB and Transport Canada.
  • Extensive knowledge of best practice safety management processes.
