Assignment Description

The Electrical & Instrumentation Quality Supervisor reports to the Erection Manager or Quality Site Manager.

1. Electrical Scope

Mission: To ensure that all electrical equipment and installations are properly executed and prepared for pre-commissioning/commissioning/start-up in compliance with all applicable specifications and standards.

  • liaison to all other discipline supervisors in the construction area,
  • supervision and coordination of the activities of assigned supervisors of contractors
  • maintaining daily supervisory surveillance checks and records, ensuring that contractors management and supervision are providing a safe working condition and permitting procedures, all required competent personnel, protective equipment, adequate supervision and manpower, with reliable, well maintained equipment to execute the contracted works as per contract schedule targets
  • ensuring that erection contractors adhere strictly to the latest approved or construction project drawings, specifications, procedures and site instructions
  • routine study check and review all contractors scope as detailed in drawings, specifications and instructions ensuring contractors proper interpretations and compliance with latest revision of drawings and specifications
  • ensuring that contractors activities are carried out in accordance with the approved contractors quality plan
  • ensuring leadership and guidance, that erection contracted works under his control meets all practical commercial, requirements of productivity, quality and contract targets
  • ensuring that all assigned personnel are instructed in and comply with all the aspects of the HSE policy, site security, site regulations, permit to work procedures and instructions and client requirements
  • ensuring that safe working practices relating to civil works are adhered to by close liaison with the Safety Officer informing him of proposed work areas and activities in accordance with the applicable rules
  • observation of contractors dimensional control methods for checking and ensuring that all works are properly set out
  • supervision of specialized surveying contractors for checks prior to start erection
    monitoring of daily progress within the area of assignment and record of quantities installed
    initiating immediately corrective measurements in cooperation with the field in areas of foreseeable delays
  • checking the monthly progress reported by the contractors and informing Time Controlling
  • updating drawings, specifications etc. to reflect “as-built”
  • monitoring of material deliveries and anticipates requirements
  • recording of daily manpower and reporting if manpower levels affect working program
  • discussing the time schedules for the erection work based on the construction schedule with the contractors prior to start of the activities,
  • discussing and initiating in cooperation with the erection work contractors the assignment of construction personnel,
  • preparing of work orders for extra work
  • initiating the preparation of purchase order amendments where necessary and submitting the necessary information to the Site Manager
  • informing Cost Controlling as to the expected cost development and proposes in cooperation with the Site Manager corrective measurements in case of foreseeable overruns
  • providing to Cost Controlling the necessary documentation for change notifications/orders in case of changes to the contract requested by the Client
  • participating in meetings on site with the Client etc.
  • participating in meetings on site with the relevant authorities and prepares the minutes of meetings
  • initiating and directs weekly meetings with civil and structural steel work suppliers and prepares the relevant minutes of meetings
  • supervising the quantity checking
  • coordinating interfaces with other construction work
  • follow up punch lists of acceptance and hand over protocols
  • ensuring proper control of changes by issuing field instructions for all changes and reviewing advance revision notices prior to issue to contractors to ensure correct use of construction resources
  • liaison with contractors, equipment suppliers, inspection parties etc. for pre-erection meetings for proper planning of the erection work for special items (e.g. package units)
  • if applicable notifies the Clients inspection team and other authorities in advance of tests and inspections to be carried out according to the established procedures,
  • integrates the package unit suppliers in regard to the mechanical erection, compiles and signs test/inspection reports and hands them over to the Site Manager,
  • record of punch items,
  • inspects the site regularly,
  • provides information to the monthly construction report to the Site Manager,
  • follows up punch lists of acceptance and hand over protocols
  • inspect wiring and fixtures for conformance to college specifications or local electrical codes.
  • observe functioning of installed equipment or system to detect hazards and need for
    adjustments, relocation, or replacement
  • Interpret specifications, blueprints, and job orders to workers, and assigns duties.
  • Establish or adjust work procedures to meet production schedules.
  • Recommend measures to improve production methods, equipment performance, and quality of product. Suggest changes in working conditions and use of equipment to increase efficiency. Analyze and resolve work problems or assist workers in solving work problems.

  • Read and interprete instrument drawings, data sheets, I/O wiring diagrams, P&IDs, specifications, calculations, charts and graphs.
  • Responsible for overseeing and coordinating personnel the construction and installation of electrical and instrumentation facilities and systems.
  • Working with the construction and engineering divisions you will be responsible for preparation to commissioning including arranging logistics, contractors and other services for necessary materials and equipment to be provided and supervise contractors activities on site.
  • Interact with all levels of construction staff to provide information and assist in solving problems. Work and supervise key contractor electrical and instrumentation supervisors and site superintendents to monitor and report work, progress and quality.

3. QUALITY

Mission: He ensures that the quality of the site installations is consistent with the approved QA/QC Plan and all quality procedures applicable for the project.

  • Supports for implementation of the applicable procedures and assures that all activities related to quality at the site are performed in compliance with the requirements of specifications, codes, standards and procedures.
  • Provides input for the evaluation the effectiveness of the procedures through monitoring and audits.
    Supervision of corrective actions in collaboration with the QA/QC Manager.
  • Assists the home office and/or third party auditors during quality audits at the site.
  • Check subcontractor QA/QC Plans.
  • Assures the compilation and maintenance of all quality related records.
  • Elaborating inspection and test programs.
  • Supervision and coordination of all the quality site inspections.
  • Ensure that all quality control documentation is complied and completed for as-built and hand over to client.
  • Supervision of all visual inspections and Non-Destructive Testing (NDT) together with the Quality Welding Inspector.
  • Coordination with 3rd parties to document compliance to national and international standards.
  • Permanent supervision and quality assurance activities in the field.
  • Coordinate all site inspections with the site subcontractors and the Discipline Supervisors.
  • Ensure that all inspection reports are accurate and that all attached documents are current status.
  • Review all inspection reports for compliance.
  • Assist the site QC manager in the organisation, maintenance and control of the quality system.
  • Prepare non-conformance reports to the QA manager and assist in developing corrective actions.
  • Review work procedures and method statements for compliance with good work practices and the customers contract specializations.
  • Review of inspection test packages during the course of construction activities.
